Jeffrey M. Fowler


Jeffrey M. Fowler is an associate in the firm’s Banking department representing banks and financial institutions regarding legal and regulatory compliance issues, transactional matters, banking operations and commercial leasing.

Mr. Fowler advises and counsels our institutional banking clients in areas such as the electronic delivery of financial services, information security, privacy and data protection and cybersecurity. He drafts and negotiates a vast array of complex technology agreements including technology services, software as a service, cloud hosting, master software licensing, and outsourcing agreements, as well as a variety of additional agreements related to the provision of products and services in accordance with our institutional banking clients’ third party risk management policies. He also advises our institutional banking clients on bank operations, reviewing subpoenas, restraining notices, power of attorneys, guardian and trust agreements as well as representing landlords and tenants in commercial leases.

Mr. Fowler completed a fifteen-month secondment at General Electric Capital Corporation (GECC) where he advised GECC on regulatory, technology, compliance, and outsourcing matters regarding its designation as a Systemically Important Financial Institution under Dodd-Frank. He worked as part of an international legal team ensuring regulatory requirements were properly implemented into existing technology services agreements. This work included drafting and negotiating intercompany services, technology services, software, licensing, outsourcing and transition services agreements as well as regulatory amendments for international service recipients.

Past Experience

Prior to joining the firm, Mr. Fowler was the vice president of a franchise company where he handled all compliance, insurance and regulatory issues while helping to build the company’s legal department. Mr. Fowler has experience in drafting and negotiating a variety of transactional documents, including real estate leases, franchise agreements,  non-compete and termination agreements. In addition, Mr. Fowler interned for a small law practice specializing in tort litigation and insurance defense, where he assisted in preparing motions, pleadings and memos of law for trial. While attending law school, Mr. Fowler interned for the Honorable James P. McCormack at the County Court, Nassau County.
