Bruce V. Miller


Mr. Miller has been advising electric, gas and water utility clients in matters before public utility commissions and boards and before state and federal courts since 1980. He also advises developers of electric power generation and natural gas facilities and financial entities interested in the energy and water industries.

Mr. Miller's  practice includes complex rate proceedings, prudence matters, electric and gas restructuring proceedings, domestic and international arbitrations involving energy contracts and projects, contract negotiations, regulatory approvals for  financing matters, and mergers and acquisitions of energy companies.  He also has represented utilities and other entities in obtaining approval for the siting of electric generation and natural gas facilities.

Past Experience

Mr. Miller began his legal career as staff counsel for the New York Public Service Commission.  After leaving the PSC, he advised on power plant licensing activities for Stone & Webster Engineering Corporation and then served as in-house counsel for rate and regulatory matters for American Electric Power Service Corporation.   Mr. Miller has been a member of a large, international law-firm in its energy department.   He has also served as Secretary to the Executive Committee of the Northeast Power Coordinating Council, the entity responsible for electric reliability in New York, New England, Quebec, Ontario and the Maritime Provinces.
