David T. Metcalfe
A substantial portion of Mr. Metcalfe's practice involves
electric, gas, independent power and related businesses, and he advises and
represents clients involved in those and other energy industry activities. His
and the firm's services to these clients involve principally electric power and
natural gas regulation and transactions; issues and proceedings involving Federal
and state regulatory agencies, siting boards, independent system operators,
regional transmission organizations and power exchanges; and the formulation,
negotiation and administration of complex contractual arrangements involving energy and utility businesses.
Mr. Metcalfe
oversees the firm's Facility Siting group which represents clients involved in
the development and reconstruction of energy generation, transmission and
distribution assets. This group has
extensive experience with Public Service Law Article VII,
New York’s statutory framework for siting
major utility transmission facilities.
Mr. Metcalfe also represents clients in
corporate and commercial matters. He
participates actively in the formulation and evaluation of client business
strategies. This part of his practice emphasizes transactional work dealing
with the formation and operation of large and small businesses, often in the
energy and utility fields. His experience includes corporate and partnership
matters relating to public and closely-held corporations and other entities;
formulation, negotiation and administration of complex contractual arrangements
involving both the private and public sectors; and the creation, restructuring
and dissolution of corporations, partnerships and other forms of joint
ownership.
